Under the Scheduled Castes Sub-Plan (SCSP), the focus was on technology dissemination, capacity building of beneficiaries, input support and technology showcasing through exposure visits for the socio-economic empowerment of farming community in agriculture. Various interfaces and skill upgradation programmes related to natural fibre were carried out to solve the problems faced by the farming community and also to equip them with the latest post-harvest technologies of natural fibre technologies. During the interfaces, the farmers were sensitized on various issues they confront in their day to day work due to their involvement in agricultural and allied activities, especially in the field of vegetable cultivation. Some of their queries and problems were taken up during the interfaces organized and were met through technological interventions.

As per Census 2011, Scheduled Castes constitutes 16.6% of the total population. The people belonging to Scheduled Caste communities are spread all over the country while majority of them i.e. 76.4 % reside in rural areas. The socio-economic development and protection of SCs from discrimination and exploitation has been a high priority from the very start of the planning process (Government of India, 2019).


The consolidated guidelines on SCSP issued by the Ministry of Social Justice and Empowerment (www.socialjustice.nic.in), Government of India highlights that the  Government of India has adopted a multi-pronged approach for the socio-economic development of the Scheduled Castes: social empowerment through educational development; economic empowerment through income and employment enhancing avenues and integrated development of SC majority villages; protection through 2 effective implementation of protective legislations and eradication of occupations such as manual scavenging; and holistic development through earmarking of funds for the welfare of Scheduled Castes.


In order to support the States/UTs’ Scheduled Caste Sub Plan, the Department of Social Justice & Empowerment is also implementing a Centrally Sponsored Scheme of "Special Central Assistance (SCA) to Scheduled Castes Sub Plan (SCSP)" since 1980 for the development of Scheduled Caste (SCs) who form the major chunk of the country's population living below the poverty line. Under the scheme grant is given to the State Governments/UTs Administrations as an additive to their Scheduled Caste Sub Plan (SCSP) for the benefits of the Scheduled Caste persons.

 

Objectives of the Scheme

  • The main objective of the scheme is to increase the income of the target population by way of various income generating schemes, skill development and infrastructure development.
  • To reduce the poverty among the target population and bring them above the poverty lines.

Imperative analysis of training organized under SCSP

Scheduled Caste Sub-Plan (SCSP) is one of the flagship schemes of Government of India. It is being executed at ICAR-NINFET, Kolkata since 2018-19. Through this scheme various activities are performed at different locations of the country, more particularly in the areas where jute fibre is produced. Since 2018-19, Fourty four (44) skill development trainings were organized under this scheme up to March, 2022.  Post training facilities viz. raw material bank & incubation facility are also available at the Institute level for the trainee participants. The trainings have made impact on the participants in getting the required skill & acumen in starting up their own enterprise.

Number of training programmes

The number of trainings conducted is shown in Figure 1. It started with 01 training in 2018-19 & then increasing each year with highest number of trainings (29) in 2019-20. It shows the trend of increasing popularity of this skill development training among the un-employed mass.

Category of training programme

There are four types of training programme organized under SCSP scheme over the years viz, Manufacture of Jute Handicrafts, Manufacture of Advanced Jute Handicrafts, Manufacture of Jute Jewellery & Manufacture of Jute Bags. It is observed that Jute Handicrafts was organized in maximum number (66%) followed by Jute Bag training (21%).

Coordinating organizations

The trainings organised were coordinated through various government & non-government organizations (Fig. 3). The trend shows that, highest percentage (32%) were organised by the State Govt. followed by Self Help Group - 27%,NGOs- 18%, ICAR Institute – 12%&Krishi Vigyan Kendra’s (KVKs)– 11% and it clearly shows the accessibility of trainees through State Govt. &Self-Help Groups.

Venue of training programmes

The trainings were organised in different Jute growing areas. Most of the training (89%) organized outside of Institute campus showing the clear trend that the participants are interested in these trainings at their locations.

Gender of trainee participants

Ninety seven percent (97%) of the trainees are female showing that more and more females are interested in taking up entrepreneurship in jute handicraft sector.

Age of trainee participants

Age of the trainees participated were analysed and shown in Figure. It shows that the training programme is popular among youth followed by middle-aged participants. Old age people have shown poor response. It clearly evident that young youth are attracting towards training program and engaged themselves in this occupation. 

Rating of the trainings

After completion of each of the training programmes, feedback data were collected from the trainees. Figure shows that seventy seven percent (76%) of the trainees have rated the programmes as excellent.  Thus, the imparted training was of high demand among the trainee participants and it will definitely help to generate some revenue in their livelihood.   

Popularity among rural youth

Figure 8 shows that the maximum increase in income (up to 49%) was for the trainees within the young age group of 18-30 years followed by 39% for 31-50 years group & 12% for 51-60 years. This clearly indicates the potential of jute diversified products as a tool for entrepreneurship development among the youth.

Increase in income 

The highest increase in percentage of income (100-110%) was found amongst 2% trainees whereas 18 % trainees have the increase in income in between 0-25% (Figure 9). Maximum percentage of trainees (47%) has an increase of income between 26% - 50%.

Impact analysis of completed trainings under SCSP

Data/Feedback was collected from the persons who have undergone skill development training under Scheduled Caste Sub-Plan (SCSP). The process of collection of feedback was completed for four (04) different places viz. Sargachi, Murshidabad on June 4, 2022; Egra, East Midnapur on June 8, 2022; Dewanchak, West Midnapur on June 09, 2022; Shantipur, Nadia on June 10, 2022 & Mamudpur, North 24 pgs. on September 8, 2022.
